Italy to use 8 billion euros EU defence loan as new Ukraine aid package takes shape

Rome— Italy will draw 8 billion euros from the European Union's SAFE defence financing scheme to strengthen its military capabilities and replenish weapons stocks depleted by support for Ukraine, as the government prepares a fresh package of military assistance for Kyiv.

The decision gives Italy access to just over half of the 14.9 billion euros available under the EU facility, which was created to help member states finance defence investment through common European borrowing. The funds will be used to modernise military equipment and restore inventories reduced by deliveries to Ukraine since Russia's full scale invasion in 2022.

Prime Minister Giorgia Meloni has reaffirmed Italy's commitment to supporting Ukraine, while maintaining Rome's long standing position against supplying long range missiles capable of striking Russian territory.

Alongside military assistance, Italy will continue providing civilian support aimed at helping Ukraine endure another winter of war. Speaking via video link to Kyiv, Meloni announced the delivery of electricity generators to keep hospitals, schools and essential infrastructure operating as Russian attacks continue to target the country's energy network.

"Italy will do its part," Meloni said, adding that the generators would help guarantee heating, lighting and vital public services during the coldest months of the year.

 Italian media report that the government is also preparing a new military package expected to include Aster 30 interceptor missiles and components for the Franco Italian SAMP/T air defence system. As with previous aid decrees, the contents are likely to remain classified in an effort to avoid political friction within the governing coalition.

 Since February 2022, Italy has provided around €3 billion in military assistance to Ukraine, together with €1.3 billion in humanitarian, civilian and financial support. While significant, Italy's military contribution remains below that of several European allies, including Germany, the United Kingdom and France.
